Submittal Procedure 2025


 

GENERAL INFORMATION

All asphalt mix designs shall be submitted to the Kansas City Metro Materials Board (KCMMB) through the submittal forms on the website and approved by KCMMB prior to use. Additionally, all materials proposed for use in asphalt mix designs shall be approved by KCMMB. Such materials include coarse aggregates, fine aggregates, asphalt binders, and antistripping agents. All mix design and material testing shall be performed by a qualified laboratory.

All KCMMB approved mix designs for 2024 will expire on April 1, 2025, even if mixes are used on multi-year construction projects. Mix designs must be resubmitted to KCMMB with updated aggregate qualities to remain an approved KCMMB supplier for 2025. Aggregates shall be sampled and tested after October 1st of the previous year. For mixes with no change to quantities or material sources, mix design testing is only required to be updated every three years, unless a major specification change dictates a mix redesign. For 2025 only, mix designs previously approved by a municipality in 2024 can be submitted to KCMMB with updated aggregate qualities. Documentation shall be provided that the mix design was approved by a KCMMB member municipality, and 2024 would be counted as the first year of approval.

The asphalt mix design form is expected to be published on the website the first week of January 2025. A downloadable spreadsheet has been developed to outline the requirements of the mix design submittal and can be found under “Submittal Info” on the asphalt home page.

KCMMB will review all mix design submittals. Payment for review fees will be required before submittals will be reviewed. A $175 fee per mix design will be assessed if the mix designs are received by February 14th. Mix designs received after February 14th will be assessed a $250 fee. Any mix design requiring approval in less than 10 working days will be assessed a $350 review fee. Supporting documentation for mix designs must be submitted in *pdf format. Mix designs with incomplete tests will be returned without further review of the mix design.

If your company requires an invoice prior to payment, send a request via email for an invoice prior to submittals. If you will be submitting close to the April 1st deadline, please send checks prior to submitting to avoid delays in review.

All mix designs shall be submitted through the website using the Mix Design Submittal Form and must follow the current KCMMB Asphalt Material SpecificationAll KCMMB asphaltic concrete mix designs shall have a unique mix designation. Any mix design change to a quantity or material source shall require the mix to be resubmitted to KCMMB with a new mix designation. Mix designations shall follow the following format:

14 Characters

GB – first two characters indicate supplier name (George Butler)

25 – next two characters indicate the first year of approval (2025)

2 – the next character indicates the mix series (100 series for A1, 200 series for A2, 300 series for A3)

01 – next two numbers indicate a unique mix design within the series

KCMMBA2 – quick reference for the mix type (A1, A2, or A3)

Supporting documentation for asphalt mix design submittals shall include names and percentages of all material sources, as well as the following information:

PRODUCTION SUMBITTAL REQUIREMENTS

Asphalt content of FRAP stockpiles shall be reported during production to KCMMB through the website via the Asphalt Content Submittal form. Asphalt content ignition tests shall be run at the frequency as described in the KCMMB Asphalt Material Specification. Test results shall be submitted within the first 5 business days of the month for production in the previous calendar month.
